PALIKIR, Pohnpei — October 5, 2026 — His Excellency Wesley W. Simina, President of the Federated States of Micronesia (FSM), on October 2, signed Executive Order No. 10-28, titled “Implementing on a Temporary and Transition Basis Interim Subrecipient Monitoring and Compact Fund Accounting Measures.”
The Order puts into effect temporary measures for Compact fund accounting and subrecipient monitoring, to be implemented by the Department of Finance and Administration (DOFA). These measures are intended to ensure continued compliance with Compact requirements, strengthen financial accountability and oversight, and prevent disruptions to Compact-funded programs pending legislative action.
These interim measures are particularly important in safeguarding Compact assistance that supports essential public services throughout the FSM, especially in the health and education sectors. Compact funding supports the salaries of teachers, healthcare professionals, and other public servants, as well as the procurement of medicines, vaccines, medical supplies, and educational programs. The Order aims to help ensure the continued delivery of these vital services to FSM citizens while a permanent legislative framework is being pursued.
The Order comes as proposed legislation to establish a permanent framework for Compact fund accounting and subrecipient monitoring remains pending before Congress. The bill is supported by Resolution No. 3, adopted during the Fifth Chief Executive Council Meeting in Chuuk, which endorsed the agreed procedures for Compact grant subrecipients and the necessary legislation.
The Simina-Palik Administration remains committed to working with Congress to enact the proposed amendments to Title 55 of the FSM Code, which would establish a permanent framework for Compact fund accounting and subrecipient monitoring.
