Chuuk Governor seeks temporary funding while reviewing FY 2027 budget

October 2, 2026
Chuuk—Governor Alexander R. Narruhn requested temporary funding to continue Chuuk State Government operations while he reviews the FY 2027 budget, citing concerns about changes, budget allocations, and provisions he said could affect the constitutionality of the legislation.

In a September 30 letter to Senate President Arno H. Kony and House Speaker Lester D. Mersai, Narruhn transmitted a proposed continuing resolution to authorize government operations as the state entered the new fiscal year on October 1.

The Governor said his office received Act 18-19, the FY 2027 budget for local and federally funded operations, in the late afternoon of September 24.

Narruhn said he needed time for a thorough review because the legislation included “some drastic changes, lopsided budget allocations, and questionable provisions which may affect the constitutionality of the Act.”

The letter did not identify the allocations or provisions in question or explain the changes that prompted his concerns.

Narruhn cited Article V, Section 14(a) of the Chuuk State Constitution, which he said gives the Governor 30 days to sign legislation into law after receiving notice of the Legislature’s decision.

With the new fiscal year approaching, he asked the legislative leaders to act on the proposed continuing resolution so government operations could continue during that review.

The letter does not establish whether the Legislature subsequently approved temporary funding or whether the Governor has since taken action on the budget. It also does not announce a shutdown or an emergency declaration.
