FSM Congress Speaker Moses meets China development agency chairman

Beijing – On August 28, 2026, Chen Xiaodong, Chairman of the China International Development Cooperation Agency (CIDCA), met in Beijing with a delegation led by T.H. Esmond B. Moses, Speaker of the Congress of the Federated States of Micronesia (FSM), who is in China attending the Workshop on Friendly Exchanges for Members of the FSM Congress and State Legislature.

Chen said that China regards the FSM as a good friend, good partner, and good brother. China supports the FSM in safeguarding its national sovereignty, security, and development interests, and supports the FSM in pursuing a development path suited to its national conditions. In recent years, under the strategic guidance of the leaders of both countries, the China-FSM Comprehensive Strategic Partnership has maintained a sound and steady momentum of development. CIDCA stands ready to work with the FSM to continue deepening practical cooperation on development, promote the in-depth implementation of the Global Development Initiative in the FSM, and deliver greater benefits to the people of both countries.

Moses spoke highly of the remarkable progress in bilateral relations since the establishment of diplomatic ties between the two countries, and expressed appreciation for the strong support and assistance China has provided for FSM’s economic and social development and the improvement of people’s livelihoods. He expressed readiness to work with China to implement the important consensus reached by the heads of state of both countries, continue deepening practical cooperation in areas such as infrastructure, climate change, and green energy, and advance the FSM-China relations.
