PALIKIR, Pohnpei — On August 28, 2026, His Excellency Wesley W. Simina, President of the Federated States of Micronesia (FSM), delivered the keynote address at the inaugural graduation ceremony for Class IV cadets of the FSM Fisheries and Maritime Institute (FMI) in Yap, highlighting their role in strengthening the nation’s maritime workforce.
Held under the theme “A Historic Voyage: Vision Realized, Legacy Begun,” the ceremony marked a milestone for the Institute and its graduates in Navigation and Marine Engineering. President Simina emphasized that their training responds to a critical national need for skilled Micronesians to safely operate, maintain, and manage the vessels connecting the four states of the FSM.
“You are not just nine young cadets receiving your degrees. You are part of the answer to a national challenge,” President Simina said.
Reflecting on Typhoon Sinlaku, he highlighted the importance of reliable maritime transportation in delivering food, water, fuel, medicine, and other relief supplies to affected communities.
He encouraged the graduates to consider serving aboard the nation’s vessels and to continue learning throughout their careers, emphasizing that their responsibilities would extend beyond technical expertise.
“Technology will change. Ships will change. Our maritime industry will change. But the values of professionalism, safety, teamwork, integrity, and service must remain constant,” the President said.
President Simina also congratulated the graduates’ families, recognizing their encouragement and sacrifices, and thanked the Institute’s instructors, administrators, and supporters for their commitment to developing Micronesian maritime expertise.
While in Yap, the President held courtesy meetings with Acting Governor Bernard Gorong and members of the State Cabinet; the Honorable Nicholas Figirlaarwon, Speaker of the 11th Yap State Legislature, and fellow legislators; and members of the Council of Pilung. Discussions covered State priorities and progress of the ongoing defense site project. He thanked Yap’s leaders for their partnership and reiterated the National Government’s commitment to working with Yap State to move the project forward.ds
